I'm sorry, are you trying to ask what would happen to any given member who submitted a piece based on someone elses' personal experience(s), without the permission of that someone else?

If that's the question, the answer most likely is, probably a lot of nothing. It'd be very difficult for a person to prove that he or she (or his or her experience) was the same person(s) portrayed in a work of fiction, even if actual names were used. I'm not even sure how one would go about arguing such a thing.

That said, if you're planning to write a piece based on someone else's experience(s), and they have conveyed to you that they do not wish to have their personal experience(s) used as the basis for that piece, then you're a pretty shitty person if you go ahead and do it anyway.

Not me, I know of an author who does that on here. This author never had permission to write stories about it. This author is well known on here also. Just wanted to know.

A lot of people on here draw on their real life in their stories (I am one who does not, but that's because I don't have much real life to write about ). Some of those stories may not have the permission of, or even be known to, everyone involved in the real life events. As long as real names or identifying information are not used, I'm not sure there's a problem here. Authors fictionalize their real lives all the time, even in professionally published work, and don't always seek the permission of those involved. If the author was directly involved in the event, they are entitled to write about it.
