In public I would have to say I take in the whole package first. Often women's fashion is not designed to accentuate the "bonnet" and the crotch area is often obscured by skirts and the cut of the pants and shorts and shirts that mask the area. Sure some tight fitting shorts and jeans might display said area in a more prominent fashion in appropriate settings. But as with other things, it is not the size of the bonnet that counts but how it reacts when you begin to unfurl it's ribbons.
